Police: More than $8K missing from resident’s bank account

A former nurse’s aide at Kane Community Living Center in McKeesport has been accused of stealing more than $8,200 from a patient who entrusted her with his debit card.
Tracy Lee Dodds, 59, of West Elizabeth is charged by Allegheny County police with theft by unlawful taking and access device fraud, according to an affidavit of probable cause filed with Magisterial District Judge Eugene Riazzi in McKeesport. A preliminary hearing has not yet been scheduled.
The missing money was discovered in October. A person with knowledge of the situation who asked not to be identified said Dodds is no longer employed at Kane.
Public records state that Dodds began work with Allegheny County in May 2001 and was employed as a nursing assistant. Her salary was $47,254 per year.
An Allegheny County spokeswoman declined to answer any questions about the case, citing the ongoing investigation.
According to the complaint, in October, county police were alerted by Kane officials, including a nursing supervisor and a caseworker, that a 74-year-old resident of the facility on Ninth Avenue had money missing from his bank account.
Police said the man, who is confined to bed, had reviewed his bank statements and found that in October, he had a negative balance of $39. In January, the victim had a balance of $7,171.58.
The complaint states that police interviewed the victim and that he reported his nurse’s aide was the only person with access to the locked security drawer where his debit card was kept. The victim told police that when the nurse’s aide needed tires for her car in January 2025, he had offered to give her $200 and provided her with the personal identification number for the card.
The victim told police that no one else had permission to use his account.
According to the complaint, police reviewed the victim’s account and determined that 12 individual cash withdrawals were made from the account between February and July 2025 at teller machines on Lysle Boulevard and Walnut Street in the city.
Police said they requested surveillance video from the banks and detectives identified the person using the card as Dodds.
State records indicate that Dodds has been licensed as a nurse’s aide since 2001. An attempt to contact Dodds was not successful.
