Former City Man Indicted on Child Pornography Charges

A former Christy Park resident has been indicted by a federal grand jury after being accused of coercing several minors to engage in sexual activity, and then making videos of them.
Scott Joseph Payne, 31, is charged with three counts of coercion and enticement of a minor to engage in illegal sexual activity, three charges of production of material depicting the sexual exploitation of a minor, and one charge of possession of such material, U.S. Attorney Scott W. Brady said Wednesday.
The indictment was returned Tuesday in Pittsburgh, Brady said in a prepared statement.
According to court records, Payne is currently being held in the Allegheny County Jail after violating terms of his probation for a previous conviction on child pornography charges.
Federal prosecutors allege that on three separate occasions in April and June of 2017, Payne persuaded children to engage in sexual activity so that he could take photos and make videos of them.
The FBI and a police department in New Jersey conducted the investigation that led to Payne's arrest last summer.
In 2010, Payne was arrested by the Allegheny County District Attorney's Office and charged with filming or disseminating child pornography and possession of child pornography in connection with an incident that happened in July 2008.
Payne pleaded guilty to the first charge and the second charge was withdrawn, court records indicate. In 2012, he was sentenced by Allegheny County Judge Anthony M. Mariani to seven years' probation and placed on a sex offender registry.
Assistant U.S. Attorney Carolyn J. Bloch is prosecuting the new case on behalf of the federal government.
Federal law provides for a maximum total sentence of 90 years in prison, a fine of $1.75 million, or both, Brady said.
