Robbery Suspect Held in Purse-Snatching

A 19-year-old man was arrested Jan. 28 on charges that he robbed a resident of the McKeesport Towers apartment building, Downtown.

Anthony L. Payne-Stinson, of no fixed address, is being held in Allegheny County Jail pending a formal arraignment March 11 at the Allegheny County Courthouse.

McKeesport police said an elderly woman reported that on the morning of Dec. 1, she got onto the elevator in the building's lobby. A man got onto the elevator behind her and rode with her to the 12th floor.

When the doors opened, the man knocked the victim to the ground, stole her purse, and fled the building, police said. Payne-Stinson was identified from video surveillance and witness statements, police said, and a warrant was obtained for his arrest. He was arrested Jan. 25 and arraigned before Magisterial District Judge Eugene Riazzi in McKeesport.

Riazzi ordered Payne-Stinson held for court on charges of robbery, simple assault, resisting arrest, recklessly endangering another person and related offenses.

Allegheny County court records indicate that at the time of the Dec. 1 incident, Payne-Stinson was out on bail after being arrested in January 2015 in connection with a burglary. That burglary happened at Zoscak's Market in lower 10th Ward, according to a report by Eric Slagle in the Daily News.

The 2015 case is awaiting trial before Allegheny County Judge Philip Ignelzi, who has revoked Payne-Stinson's bail.
