Suspect in Clairton Shooting Arrested in City
Second standoff in three days nabs man accused of business owner’s slaying

A man wanted in connection with the killing of a well-known Pittsburgh business owner following a football game in Clairton was arrested in McKeesport following a brief standoff.
Allegheny County police said Edwin Gregory Wylie-Biggs, 42, of Clairton was hiding inside a residence on Strawberry Alley, Downtown, and refused to surrender to officers who had a warrant for his arrest.
The Allegheny County police special weapons and tactics team was called to the scene and Wylie-Biggs surrendered without further incident, police said.
Wylie-Biggs is the suspect in the Aug. 25 shooting of Victor G. Musgrove Sr., 51, of Pittsburgh’s Stanton Heights neighborhood. Police said Musgrove attended a football game between Clairton High School and Westinghouse High School, and afterward, visited the Village Inn tavern on Miller Avenue in Clairton.
While driving away from the Village Inn, Musgrove was shot in the chest, police said. His car collided with a utility pole and two parked cars before coming to rest against a tree, investigators said.
Musgrove died a short time later at a hospital, according to the medical examiner’s office.
The owner of V.I.P. Styles on Smithfield Street in downtown Pittsburgh since 2004, Musgrove was a California University of Pennsylvania graduate who became known as a mentor to dozens of young men, and for his charitable work. In 2017, he was named by the New Pittsburgh Courier newspaper as one of their “Men of Excellence” award winners.
Pittsburgh Mayor Ed Gainey was among those who counted Musgrove as a friend and who mourned his passing.
Allegheny County police said subsequent investigation determined that Musgrove was shot in the 800 block of Miller Avenue and that Wylie-Biggs was a suspect.
On Thursday afternoon, county police said in a statement, detectives tracked Wylie-Biggs to a building in the 700 block of Strawberry Alley in McKeesport. When Wiley-Biggs refused to exit the residence, police said, SWAT officers responded to the scene.
Following a brief standoff, police said, Wylie-Biggs surrendered and was safely taken into custody, police said.
Wylie-Biggs is charged by Allegheny County police with criminal homicide and unlawful possession of a firearm and was awaiting arraignment on Thursday night.
Thursday afternoon’s incident was the second armed standoff between police and a suspect in the city in less than three days.
A man identified as Michael P. Plopi, 42, held police at bay for almost eight hours during an incident that began Monday night and ended in the early morning hours Tuesday. Police have charged Plopi in connection with the shooting of his girlfriend.
Court records indicate that Wylie-Biggs has a long criminal record, including several past guilty pleas for drug offenses.
On Aug. 31 — less than a week after Robinson’s murder — Wylie-Biggs was arrested by Pleasant Hills police after being accused of fleeing from officers attempting to stop his car for a traffic violation. Court records indicate he is awaiting arraignment on those charges.
